Springfield, Illinois – The Illinois Department of Healthcare and Family services has told their employees that vacation time may not be cancelled, even if the State that the employee is traveling to is closed or if their vacation is cancelled. “Their scheduled time must stay on the books,” the memo says. The new policy is indefinite and will extend past 30 days. If the policy changes employees will be notified.
In addition to the policy change of vacation time, if an employee has a cancelled surgery or medical procedure, they’re now required to bring in a medical note indicating the medical facility or doctor who cancelled the surgery, not the employee. “Without this documentation, we will not cancel the employees time off,” the memo says.
The memo was issued by Terri Shawgo, the Director of Human Resources & Labor Relations for the Illinois Department of Healthcare and Family Services.

A source also tells us that a new process was put in place to keep the outside public from entering the IL HFS Prescott Bloom Building, which is located at 201 South Grand Ave East. “In order to keep the outside public from entering the Bloom Building on South Grand, employees are required to use a keypad to enter the building. So 600 or so people are touching a keypad to enter the building.” We’re told most executive staff have scannable badges they can use to enter the building, but most staff do not.
The Illinois HFS communications director was not immediately available to comment for this story. We will update this story when we receive a response back.
