Atty. Harvatin hired in DUI case against Director of Legislative Affairs with SBE

Springfield, Illinois – On February 12, 2020 around 9:30 p.m., Illinois State Police responded to a traffic crash at IL-29 near Hiltop Rd involving The Director of Legislative Affairs with the Illinois State Board of Elections.




An Illinois State Police trooper reports that Angela W. Ryan, age 54, was driving a white 2014 Nissan on IL-29 near Hiltop Rd., and her vehicle left the roadway.

According to the citation given to Ryan, the road conditions were reported as snowing and having snow or slush.

While the trooper was speaking with Ryan, she admitted to drinking alcohol and her speech was reportedly slurred while speaking. “A strong odor of alcohol was emitting from her breath,” the officer wrote in his report.

Although road conditions were snowy, she was asked to perform Standardized Field Sobriety Tests (SFST). According to the ISP trooper, she performed poorly on the SFST.




After Ryan completed to the SFST, she was asked to complete additional testing, which she refused. Ryan was arrested and booked into the Sangamon County Jail for driving under the influence of alcohol around 11:42 p.m.

She was released from the Sangamon County Jail at 1:07 a.m. on February 13 after surrendering her drivers license and given a notice to appear in court.

According to records, Springfield DUI Attorney, Ted Harvatin, has been hired in Ryan’s case. Although llinois State Law requires the suspension of your driver’s license for 12 months, if you refuse to submit to or failed to complete testing for DUI, Attorney Harvatin is asking a Judge to cancel Ryan’s driver’s license suspension.

Ryan is expected to appear in Sangamon County Court on March 19, 2020.

According to public records, Ryan has been the Director of Legislative Affairs with the Illinois State Board of Elections since August 2018.
